On May 5-6, 2025, key stakeholders developing the European AI landscape met in Brussels at the European Commission to shape AI regulatory sandboxes and explore balanced solutions for fostering AI innovation and ensuring responsible AI. The multidisciplinary, multi-stakeholder EUSAiR co-creation workshop brought together 70 representatives from National Competent Authorities, Member States, the European Commission (AI Office), AI Providers, the EU innovation enablers such as Digital Innovation Hubs, TEFs, Notified Bodies, AI Factories, Data Spaces, EuroHPC Joint Undertaking, as well as consultants and worker representatives. We focused on:

  • What do AI Providers expect from sandboxes (results of EU-wide survey)?
  • What services can sandboxes and the broader AI Innovation Ecosystem offer to enhance legal certainty and responsible AI systems?
  • How can these services be organised to overcome resource bottlenecks and improve the effectiveness of sandboxes? x
  • What incentives can be created to encourage participation in sandboxes?

The EUSAiR workshop brought together for the first time Member States and the connected stakeholders to develop further sandbox models, preparing for their formal establishment across Europe.
