On May 28, 2025, EUSAiR participated in the Expert Roundtable on “Capacity Building for Competent Authorities on AI”. The roundtable was organised as part of the EU-funded initiative “Supervising AI by Competent Authorities”, led by UNESCO in partnership with the Dutch Authority for Digital Infrastructure (RDI). The project supports national authorities in developing the operational, legal, and institutional capacities required to supervise AI systems in line with the AI Act and broader rights-based principles.

 

The Roundtable included sessions on:

  • Capacity building across competent authorities;
  • Implementation models & strategies for competent authorities;
  • Innovation through supervision;
  • Cross-sectoral coordination mechanisms.

 

In particular, EUSAiR – represented by Fabio Seferi (University of Florence, Italy) – participated in the Policy Dialogue session on “AI Sandboxes and Other Evidence-Based Testing for Competent Authorities”, focused on how sandboxes and structured testing environments can be used by public authorities to better understand risk profiles, support regulatory compliance, and facilitate engagement with innovators.

During the session, specific input was provided by EUSAiR on the overall project and the consortium, including core objectives of what it aims to achieve by the end of 2026 in supporting the establishment and operation of AI regulatory sandboxes in the EU.
